National Coalition to End Period Poverty
The National Coalition to End Period Poverty is a nonpartisan group of national nonprofits, trade associations, and advocacy organizations promoting affordable access to menstrual products and ending period poverty in the United States through education, raising awareness, and driving policy change.
Nearly two-thirds of low-income women cannot afford menstrual products, which can lead to illness as well as missed school or work (National Women’s Law Center, 2021). Research shows providing free menstrual products in schools improves attendance and academic performance. While some states have begun addressing the issue, efforts have been fragmented to date.
The coalition’s goals include reducing barriers and increasing access to affordable menstrual products, encouraging period-friendly bathrooms, raising public awareness about menstrual health, and advocating for national policies like providing free products in schools, prisons, shelters and public facilities. National Coalition to End Period Poverty Applauds Reintroduction of the Menstrual Equity for All Act
Rosemont, Ill.—June 2, 2025—ISSA, the worldwide cleaning industry association, and the National Coalition to End Period Poverty (NCEPP) today proudly announces support for the reintroduction of Representative Grace Meng’s (NY-06 – D) H.R. 3644 Menstrual Equity for All Act, landmark legislation designed to ensure access to period products in schools, shelters, prisons, and workplaces across the United States.
The Act will address the barriers millions of Americans face to menstrual hygiene and promotes increased access to products that are essential for public health, dignity, and participation in daily life.
Key provisions of the Menstrual Equity for All Act include:
- Requiring public schools receiving federal funding to provide free period products in bathrooms.
- Ensuring access to period products in federal buildings and correctional facilities.
- Providing tax incentives to employers that offer free period products in the workplace.
